Benoît PERRINEAU’s professional focus is on public business law, with specific expertise in development and urban planning law, commercial urban planning and environmental law.

He assists his clients in the choice and implementation of legal devices adapted to the execution of development and construction projects, always considering the sensitivity and constraints (operational, financial, political, etc.) specific to each activity. He also has a keen interest in litigation strategy.

He was a lecturer in urban planning law at the University of Paris V (Paris Descartes), after having taught administrative law at the University of Paris I, Panthéon Sorbonne. He participates in numerous conferences and training sessions on planning and urban development law (EFE, la Gazette Formation, SIC FORMATION, ECOA law school) and regularly contributes to the writing of articles in specialized journals.

Pierre-Eric SPITZ has joined Earth Avocats as Of Counsel to bring his legal expertise, experience managing complex large-scale cases, and knowledge of the workings of public decision-making to all our practices. He works in the field of public business law. During his career, he was first successively:

• Administrative magistrate
• Administrative officer to the President of the Conseil constitutionnel
• Technical advisor to the Garde des Sceaux (Minister of Justice)
• Technical advisor to the office of the President of the Assemblée nationale,

Prior to taking over as director of legal affairs for the city of Paris for 13 years (2001-2013), with the following responsibilities:

• The General Office of the Tender Commission of the City of Paris (supervision and securing of public procurement procedures worth several million euros);
• Legal supervision and strategic orientation of major cases involving the City of Paris.

Finally, from 2013 to 2015, he held the position of CEO of SETE (Société d’exploitation de la Tour Eiffel).

Damia KACETE joined Earth Avocats in 2021 after a first experience as an attorney in urban planning law at Symchowicz Weissberg & Associés and an assignment as a legal expert with the National Order of Pharmacists.

She has strengthened the Construction practice with her skills since her arrival and works with both public and private clients on urban planning, development and construction projects. She also intervenes in environmental law matters.

Marie-Pierre ALIX structures the Construction practice through her expertise in Construction Law and Real Estate Law, acquired over the past 30 years by working alongside the sector’s iconic public and private project developers.

She assists Earth Avocats’s clients in the implementation of their real estate projects (CPI, VEFA, etc.) and is particularly involved in major litigation cases, including judicial expertise. Marie-Pierre ALIX is a frequent conference and training session speaker who also publishes numerous articles to advance legal doctrine. For more than ten years, she has provided training on “works reception and its consequences” with the French Public Works Monitor.

Marie-Pierre ALIX is co-head of the Construction practice alongside Stéphanie de LAROULLIERE.
They work with their team to help their clients deal with issues that may arise during a construction project, both in advisory and litigation matters.
They are involved from the beginning when the work contracts are written. They initiate preventive summary proceedings prior to the start of the works.
They then accompany their clients throughout the life of the construction site, dealing with all types of distress (disorder during construction, invoking insurance, abnormal neighborhood disturbances caused by the construction site, drawing up of statements of account, subcontracting, claims by companies, completion procedures, etc.).
They also play a role in extending the reception date for the lifting of the reception or delivery reserves, and of GPA, as well as in the implementation of the manufacturers’ legal guarantees. Finally, they intervene in litigation related to construction insurance (TRC, RC, RCD, damage insurance).

Margaux BEUREY joined Earth Avocats in 2021 after several years of cooperation in general business law and construction law practices, in particular within the firms DS Avocats and Conseil Droit Défense.

She has contributed her skill sets to the Construction practice since her arrival. She is mainly involved in construction litigation, both in civil and administrative jurisdictions.

Marie BLANDIN joined Earth Avocats in 2021 alongside Marie-Pierre ALIX and Stéphanie de LAROULLIERE, participating in the strengthening of the Construction practice, by creating a Real Estate and Construction team.

With several years of experience in Parisian law firms specializing in Real Estate, Marie BLANDIN now assists landlords, project developers, project managers and other parties involved in construction operations, both as advisor and in litigation.
